My wife's C270 does the same. Both cams work as expected on her HP (my old one with a fresh install of Windows 10).

Logitech C270 HD WebCam works only in Metro Apps (Windows 8.1)
Thing is, my WebCam (Logitech C270 HD) works fine on any Metro app from Windows 8.1, like Skype, Camera or even third party Camera apps from the store. But it won't work on any Desktop software that uses the Camera (Open Broadcaster Software, ManyCam, MyCam...), even on the lastest Logitech Webcam Software.
