Texas leads the country in flood deaths. Steep hills, shallow soils and a fault zone have made Hill Country, also called "flash flood alley," one of the state's most dangerous regions.

Regardless, the process cannot create storms out of thin air. Ken Leppert, an associate professor of atmospheric science at the University of Louisiana Monroe, said it “had absolutely nothing” to do with the flash floods in Texas.

Two tropical storms have led to deadly inland flooding in the United States already this season, underscoring how dangerous water can be.
