VIRGINIA - U.S. and state flags in Virginia are being flown at half-staff on Saturday on all state, local buildings, and grounds in memory and respect for the fallen and wounded at Pearl Harbor.

The flag, which was apparently sent by the governor of Virginia, bears the Latin phrase "Sic semper tyrannis," which means ""thus always to tyrants," which is the state's motto.
