The House has passed a measure that authorizes a 1% increase in spending this fiscal year and a double-digit pay raise for about half of the enlisted service members in the military.

The bill passed the House by a vote of 281-140 and will next move to the Senate, where lawmakers had sought a bigger boost in defense spending than the current measure allows.
